Abstract |
With the population decline and urban shrinkage, there is a rising debate about the necessity of integrating the urban structure to the concentrated one, however no specific planning solution has been proposed yet. This study dealt with the location normalization plan, a nationwide institutional framework of concentration of city structure in Japan. 21 representative cases(model cities) were selected and analyzed focusing on the essential elements for the formation of concentrated city structures, which is how to set up the concentrated areas. The results are as follows. First, as for establishing the urban function promotion area which is the hierarchical position of city, the relationship with the upper-level plan was the most important factor. Access to public transportation was also frequently used criteria, rather than being separate, it is valid to be considered based on relationship with the transportation hubs within each upper-level plan. Second, in the setting of a residential promotion area, access from the urban function promotion area and public transportation axis and the appropriate population density were mainly used as criteria that can be objectively explained. On the other hand, a small number of special situations that city had faced were also used as the criteria. |
