Abstract |
The recent diversification of public contribution methods in urban renewal projects has made it difficult to establish the principles of public contributions and incentive systems. This study examined the legal issues and equity of incentives for the public contribution methods through a case study of urban renewal projects in Seoul. The results were as follows: First, the weak legal basis for the ‘Monetary Contribution’ and ‘Public Housing Provision’ limits the application of these methods and may result in legal disputes. Therefore, it is important to strengthen their legal foundation to maximize the effectiveness of the public contributions. Second, in order to reflect the difference in value between the land donated for infrastructure and the land subject to FAR incentives, a weighting factor is required in calculating incentives for the ‘Infrastructure Liability’. Third, the current incentive system of the Seoul City Government causes the issue of inequity in which incentives vary depending on the contribution methods. The incentive system should be improved to provide equal incentives based on values, regardless of the contribution methods. |
