Abstract |
Planning a new town involves various uncertainty due to restrictive development measures, the complexity of involved actors, and changes in the property market. Especially, although the urban core of a new town is responsible for the city’s specialized function, the development is often delayed or is realized into unexpected characteristics. This study examined the direction and design principles of an urban core in new towns. The findings of this study will contribute to the exploration of meaningful urban design away from conventional methods. After reviewing previous studies and the case of Dongtan 2 Cultural Design Valley, the paper examined approaches to effective urban design, such as 1) activating the interaction between the private and public sectors, 2) increasing the diversity of developers and operation actors, and 3) responding to long-term urban changes. More specifically, the balance of private sector’s vitality and publicness, time-sensitive neighborhood management, smart parcelization, diversification of service providers, and securing available space for future use were described. |
