Abstract This study aims to identify issues and countermeasures for designing the master plan of 3rd-generation new towns based on evaluations of 1st- and 2nd-generation new towns, and to propose a basic concept and urban spatial structure for the Bucheon-Daejang District. As a result of this study, the following planning issues are made. First, it is necessary to guarantee a wide range of housing options: housing with a variety of tenures, sizes, and types that meet diverse housing needs and demands. Second, self-sufficiency in terms of employment and jobs can reduce a level of dependence on Seoul and promote the activation of the western corporate belt of metropolitan area. Third, symbiosis between nature and humans should be promoted, and pleasant environmental amenities should be provided to residents. Fourth, it should be created as a smart city to promote the efficient use of urban resources and become a leading city for 4th-generation district heating. Fifth, on the community side, it should be coordinated to activate local communities and contribute to social cohesion.
