Abstract The purpose of this study is to derive accumulated tasks of urban park by analyzing the historical causality of the park policy outcomes and private park systems in Korea. Historical institutionalism theory was used as a framework for research to accomplish its purpose. In addition, the period classification was established during the Park Act (1967), the Urban Park Act (1980), and the Special Cases Concerning Private Park (2009) and the analysis factors were divided into park issues, system design, and policy tasks. The implementation method of the relevant system began in the form of a public contest and changed the landowner’s participation in the park projects and the incentive-based project promotion. As a result of the analysis, the private park system in Korea was designed with the aim of indirect compensation to guarantee ownership of the private sector and expand its profits. The changes in the system were outwardly gently transformed. However, the policy choices were constrained by maintaining a two-sticked path internally: ‘landowner-centeredness’ and ‘park facility-centeredness’.
