Abstract |
In this study, we present the evaluation factors used to restore the public character that was damaged when a station was developed into a privately financed rail station. The importance of evaluation factors were analyzed, and the priority and aim of the privately financed rail station development and gradual improvement projects are presented. For this research, the Delphi method was used for a survey of experts to derive evaluation factors to be applied in a privately financed rail station development and improvement projects, and the importance of each factor was analyzed. The results are as follow. First of all, regarding the elements related to the public character, a total of 12 additional evaluation elements were derived by dividing it into three categories: Spatial composition within the target site, establishing spatial relations with surrounding areas, and operation and management. the two most important of the 12 evaluation factors were found to be the appropriateness of arranging pedestrian passages connecting the privately financed rail station to surrounding areas (15.2%)’ and ‘The preemption status of public functions in central space (12.4%)’ accounted for a relatively high proportion. This study suggests that public uses should be encouraged in the central space rather than having commercial facilities predominate in this privately financed rail station development and improvement project, and it is important to actively link and operate the surrounding areas in an open manner. |
