Abstract The Special Act on Promotion and Support for Urban Regeneration, enacted in 2013, requires every municipality to develop its own Urban Regeneration Strategy Plan (URSP). The initial step of the development of a URSP is to measure urban decline. Many studies and policy documents, including the guideline of the Ministry of Land, Infrastructure, and Transport, have introduced various measures to diagnose the urban decline effectively. This study compares and analyzes the existing 19 URSPs and 11 policy documents and academic studies to examine how those methods and measures are used. The outcomes indicate that 1) few indicators of physical characteristics were found, even though they are one of the main goals of urban regeneration; 2) large cities adopted more detailed and complex indicators than mid-/small-sized cities; and 3) the various indices, standardizations, ratings, and weighting methods suggested by academic research tend not to be used in the plans and the majority of URSPs adopt relatively simple methods on a limited basis. Therefore, this study suggests an education program for municipalities and the planning practitioners involved in developing and modifying the URSPs and the development of a working platform to heighten the relevance of policy and academic researches in the field.
