Abstract The author pays attention to the phenomenon that new informal public spaces such as outdoor business spaces in Korean cities emerge as potential places to support increasing staying and relaxing activities, and social changes, having mostly done in public spaces. This study compiles the socio-institutional changes and the emerging trend of allowing public open space for outdoor dining purposes in a time-sequential manner, and reinterprets them along with the changing diversities of user behaviors, and develops an argument about ‘publicness’ as a potential urban management tool. These attempts will be made in the urban design and management-level laws and system regulations along with the necessity of amendment of the relevant legal system for alternative use of the level of publicity.
