Abstract This study aims to identify garden creation and greening areas to develop an application plan for garden cities. The study site is the city-owned vacant land in Jeonju. The research was conducted by a literature review, GIS-database construction and field survey, citizen participation workshop, and an application plan. First, we established GIS dataset to conduct a field survey of the 451 parcels. Then, to reflect on an application plan, we collected citizen’s opinions about vacant parcels, surrounding areas, and suggestions from workshops. The parcels were concentrated in the old downtown, and vegetable gardens(26.4%) and green areas(22.9%) were the most prevalent types. There were five land-use types in the 451 parcels: garden, vacant lot, existing green area, facility space, sidewalk & parking lot. We classified six types of garden creation and greening such as community garden, theme garden, alley garden, street garden, pocket garden, and remodeling & partial planting based on land use types, surrounding land use, the size and location of parcels, connectivity to the surrounding vacant land, and the degree of citizen participation. Then we provided garden components, planting methods, and spatial programs. Finally, the application measures for the distinguished five regions in Jeonju were proposed based on the green infrastructure connectivity, the related garden and greening projects, and the community groups’ current status.
