Abstract The purpose of this study is to analyze the operational conditions of the community facilities for residents constructed in the urban environment management zones in Seoul to find ways to maintain their sustainable operation. The results of this study can be summed up as follows; First, the community facilities have been improved in consideration of the operational competence since 2013 when the facilities were established. Secondly, the poor operational conditions of the facilities have not empowered the community members. Thirdly, there is a limit to achieving the fundamental purpose of the project just by providing public support centered on the operation of community facilities. To improve such problems, this study suggests the following reform measures for the community facilities. First, their role should change from simple profit-making to ‘integrated regeneration.’ Secondly, it is necessary to arrange some customized support for them for each level of operation. Thirdly, it is also necessary to enhance their functions in terms of human resources, subsidies, and administrative support to help the community facilities substantially.
