Title An Analysis of Urban Regeneration Plan for the System Improvement of Urban Regeneration Project in Response to Disaster Accidents

Abstract In declining areas, there is a limit to improving the resilience of urban functions due to insufficient response systems in the event of a disaster. This study aims to confirm whether disaster response projects are planned in detail for areas vulnerable to disasters in the stage of establishing urban rehabilitation plans. To this end, the contents and limitations of the Special Act on Urban Regeneration and the laws and systems related to disaster disasters were first analyzed, and the scope of disasters was set as natural and social disasters and classified as factors that could be affected. In addition, to evaluate the decline characteristics of urban regeneration areas in the planning stage, response factors were derived in terms of urban regeneration. The evaluation items were derived through expert Delphi analysis, and 27 areas vulnerable to disasters were identified and analyzed through GIS spatial data overlapping analysis. The result showed that 22 of the 27 overlapping areas (about 81%) had no disaster-related projects. As a result of the analysis of the contents of the unit project, it was found that the relationship between the affected type of disaster and the presented disaster-related projects was somewhat inferior. Through the study, the basic survey on disaster response and the existence of disaster response projects were confirmed at the planning stage. Through this, it was confirmed that it is necessary to prepare a system to establish an urban rehabilitation plan so that sufficient response is possible in the event of a disaster in a declining area.
