Abstract In this study, we reveal the features of third-phase new towns’ urban planning by focusing on the multi-functional and multi-layered spatial plan, which is transit-oriented. As for the research method, we extracted four measures suitable for study site analysis based on the literature review. Following this, we analyzed competition winners’ master plans and land use plans of three study sites, namely, the new towns of Gyeyang, Wangsuk 1, and Gyosan. As a result, first, we found that third-phase new-town urban planning allows a mix of residential, commercial, business, cultural, recreational, and even high-tech industrial uses within walking distance. Second, it minimizes single function districts and blocks by mixing uses horizontally, but the vertical combination of uses in buildings barely appears. Third, it establishes the multi-layered street structure of the transit hub with two stories above ground and one basement level for different modes of transportation. In particular, elevated pedestrian streets are connected to the major transit hub.
