Abstract This study analyzed the objectivity and subjectivity of design change process,focusing on the Heritage Impact Assessment(HIA) case for Hogukdaejeon Constructionin Daeheungsa Temple, and explored the HIA function and the HIA team’s role. Forthis, the study conducted an integrated analysis combining the quantitative contentanalysis of the HIA report and the qualitative decision-making analysis of designchange process of Hogukdaejeon. As a result, the study reached the followingconclusions. First, the design change process of Hogukdaejeon was more and moresubjective as it progressed to the latter part of the HIA stage. Second, HIA has anessential difference in that it evaluates the design and seeks alternatives based on theconsultation and participation of stakeholder, unlike the existing design evaluationbased on subjective judgment of experts. Third, HIA team as a facilitator, shouldconduct HIA objectively and transparently by collecting and reflecting diverse opinionsof stakeholder. The study is significant as it analyzed the design change process ofHIA case according to the interdisciplinary perspective, in a situation where domesticHIA-related academic, policy, and practical research is lacking.
