Abstract This study aimed to identify the factors affecting the consent rate for authorizing the establishment of a housing association for an urban block renewal project and to develop a plan to revitalize its establishment. Several research methods were employed, including literature reviews, status analysises, expert interviews, and surveys. The following results were obtained: First, residents were highly aware of the urban block renewal project. Second, to implement block renewal, joint projects with public institutions were preferred over private business-led projects; trust in public institutions played a major role in this preference. Third, steering committee, which had been omitted from the urban block renewal project, was necessary to increase the cosent rate. Fourth, an out-of-pocket payment positively affected the consent rate for establishing a housing association for the urban block renewal project. Finally, the study revealed that consent rate requirements for establishing an association had an important influence on the consent rate.
