Abstract Busan is known as a representative city with various histories in the modern and contemporary history in Korea. This aspect became the basis for forming a strong emotional bond with the identity of Busan. However, in Busan, which is undergoing a rapidly changing process, traces and memories related to urban history tend to rapidly decline. Indeed, tangible and intangible heritage is gradually declining both quantitatively and qualitatively. From this point of view, this study analyzed the process of public debate on modern and contemporary cultural heritage that occurred in Busan from 1979 when the former Busan Customs House was demolished to the present. The parties participating in public deliberation are classified into civil society, administration, and owners, and public deliberation is presumed to have been achieved through various activities such as conflicts and cooperation between the parties. Based on this, the basic purpose of this study is to classify and analyze the characteristics of a total of 72 cases. As a result, it was identified as a top priority to ensure the active participation of civil society and owners and to discover various systems and policies in which all parties can participate. In addition, as tasks for the conservation of more developed modern and contemporary cultural heritage, the quantitative increase of the heritage itself, the protection of maritime industrial heritage reflecting regional characteristics, and the securing of various financial resources were derived.
