Abstract Since 2014, in the original city center of Ulaanbaatar, reconstruction projects that target old and substandard apartment buildings have been started as a way to prepare for the risk of collapse due to earthquakes and to supply insufficient housing due to urbanization. Therefore, the purpose of this study is to derive the characteristics of the infrastructure and external environment of the first residential reconstruction project in Ulaanbaatar through a comparative analysis of the legal system in Mongolia, Korea and Japan and an empirical analysis of the result of the first reconstruction projects. The results of the study are as follows: First, the building-based reconstruction method of Mongolia was similar to Japan. Contrary to Korea and Japan, there is no master plan or district plan including infrastructure for reconstruction projects in Mongolia. Second, although the population and number of households increased significantly through reconstruction projects, infrastructure, such as road and park, was not secured because there was no urban planning review or related plan. Third, in ger and industrial area, which are poorly sprawled areas, the problem of lack of infrastructure became serious because only apartment buildings were reconstructed. Fourth, it was found that the quantitative and qualitative problems of the external environment of complexes in all areas, such as roads, green areas, and playgrounds, were intensified.
