Abstract |
This study proposes a method to offer incentives for compliance with guidelines for district unit plans by utilizing floor area ratio relaxation in building agreements. In the general residential areas of Seoul, if the permitted floor area ratio (FAR) follows the standard, land or building owners have no merit to comply with guideline requirements, which weakens the feasibility of district unit plans. This study analyzed 12 cases with building agreements in district unit plan. The study found that developers in general residential areas with identical standard and permitted FAR did not follow the guidelines for district unit plans that require the securing of public spaces and green parking lots. The study also simulated a scenario where the public provides a 20% of FAR. This scenario increases when developers comply with the district unit plan guidelines using building agreement incentives. Specifically, the study compared the cases without such compliance to the Jeongneung District which applied incentives for compliance with building setbacks, the 1st-floor use for vibrant streets, and exterior improvement guidelines in to. As a result, this study found that complying with the district unit plan guidelines was more advantageous, as it increased the developed floor area in those sites. However, reducing the incentive coefficient of the district unit plan guidelines is necessary to encourage full compliance. |
