Abstract This study focuses on the “De Facto Population” as a revitalization factor for declining areas that emerged from the effects of interregional population migration. In order to identify the characteristics of the De Facto Population that defined in the law, the study referenced the Japanese concept of relational population, which has been used in a similar context. After selecting 20 factors explaining the relational population from the literature, factor analysis and mean comparison analysis were conducted to determine whether the factors can explain the domestic De Facto Population. Based on the survey area, we interpreted the characteristics of the De Facto Population based on the concept of relational population as follows. First, the De Facto Population can be characterized by factors such as ‘community-based activities’, ‘personal internal motivation’, ‘work and stay experience’, and ‘local network’. Secondly, the De Facto Population of a region can be influenced and activated by demographic characteristics such as ‘residence area’ and ‘household composition’. When applying policies to revitalize the De Facto Population in depopulated areas, it is necessary to promote revitalization projects considering the characteristics of the De Facto Population.
