Abstract |
The social demand for elementary children’s care facilities is increasing due to changes in the childcare environment, such as nuclear familyization and the increase in dual-income households. In response, the government is establishing a community-centered care system, and the City of Seoul in particular is actively promoting a project to resolve blind spots in elementary care through the expansion of Our Neighborhood Kium Centers. This study analyzed the appropriateness of Seoul’s Our Neighborhood Kium Centers built to date based on location criteria, and evaluated the location of elementary childcare facilities from 2019 to 2022 through Gini coefficient, Lorenz curve, and quadrant analysis based on spatial equity and efficiency index. As a result, first, 27.16% of Our Neighborhood Kium Centers were found to be appropriately located according to all location criteria recommended by the Ministry of Health and Welfare, and the Seoul Metropolitan Government. Second, elementary childcare facilities across Seoul have been located in a direction of increasing spatial equity, but spatial efficiency has not improved despite the continuous supply. Third, elementary childcare facilities were evaluated for spatial equity and efficiency through quadrant analysis at the neighborhood and district levels. The significance of the study is that it provides an analytical framework for evaluating the spatial equity and efficiency of elementary childcare facilities and suggests a framework for future policy decision-making. |
