Abstract There are 89 population-declining regions, each with diverse regional characteristics and identities, necessitating tailored responses based on diagnosis in Korea. In this study, we developed the ‘Regional Space-MBTI’, a diagnostic tool for assessing regional identity in population-declining areas, and tested its applicability in 12 population-declining regions in Gangwon Province. Using Regional Space-MBTI, the overall diagnosis type for Gangwon Province’s population-declining areas was ‘ENFP’. Furthermore, it was analyzed that different attributes or attribute groups exist within each region or within regions. When comparing the analysis results of Regional Space-MBTI with the investment plans of local governments for 2022 and 2023, it was confirmed that some funding projects had limitations in accurately interpreting regional data. In the future, by utilizing the proposed diagnostic tool in this study, it will be possible to create a system that reflects regional identity during the process of formulating investment plans and complements top-down planning with bottom-up approaches. This study emphasizes the active diagnosis and integration of regional identity and hopes to contribute as a tool to untangle the intertwined threads with reversing the process of local extinction for population-declining areas
