Abstract The purpose of this study is to propose response measures and policy directions that meet the needs of residents of deteriorated apartment complexes in Busan. The results of a survey of 184 residents of 19 complexes in Busan City are as follows. First, priority improvement is needed for issues associated with parking lot environment, piping, and inter-floor noise within the complex need regardless of the type of business. Second, most business types express a preference for remodeling over reconstruction. This shows an urgent need to improve the environment of the house and the entire complex, with remodeling offering the advantage of relatively shorter construction period compared to reconstruction. Third, due to its geographical characteristics, characterized by mountainous and coastal topography, Busan has many complex types and irregular shapes. Carrying out a phased project or land division by block could potentially create an environment suitable for the complex conditions. Fourth, to ensure the success of apartment remodeling project, there is a need for active promotion and education among the general public regarding the apartment remodeling system, allowing a comprehensive understanding; furthermore, tailored polocies should be developed at the local government level to support these efforts effectively.
