Abstract |
Small commercial buildings play a critical role in accommodating a variety of shops and small offices, as well as contributing to safe and attractive city streets. However, the aging rate of these buildings continues to rise, posing a threat to the safety of urban spaces. Despite this, there is a lack of policy basis for managing small and old commercial buildings and inducing their timely redevelopment. As an exploratory step, this study attempts to understand small old commercial buildings in Seoul and identify potential mechanisms for delaying their renewal via cluster analysis and case studies. The quantitative results reveal distinctive types among small old commercial buildings in terms of deterioration, building size, features of land lots, locational conditions, and distributional patterns. The case studies representing each type show different causes limiting the profit after reinvestment in the old buildings, including strengthened regulations against small buildings, intangible values of current buildings irrespective of aging, and the already high floor-area-ratio. These findings suggest the need for different policy goals and approaches based on the typological characteristics of small and old commercial buildings. |
