Abstract This study analyzed the factors influencing the usage of public bicycles around university areas, which were expected to undergo significant changes in usage during the COVID-19 pandemic due to the shift to online classes. The aim was to derive policy implications for the activation promoting of public bicycle use in Daejeon City. To differentiate the characteristics of the predictive variables, a hierarchical linear model was employed, prioritizing variables at the individual bicycle station level and university district level. The findings are summarized as follows: First, the explanatory power of the model that included university influence variables was higher, confirming the impact of university-related variables. Second, among the station characteristic variables, distance to subwayㆍbus stations, number of bus stops, slope, and distance to schools were negatively correlated, while the number of nearby shops had a positive correlation. Among the university influence variables, the number of residents in dormitories and the number of shops near the university had negative correlations, while the number of enrolled students, the area of university campuses, and the presence of in-person classes had positive correlations. This suggests that areas with small-scale commercial districts relative to university size or smaller dormitory capacities compared to the number of students may require an expansion of public bicycles up to the university premises
