Abstract With the enactment of the LANDSCAPE ACT in 2007, managing and preserving landscapes to shape local identity became a new part of urban planning. Under the LANDSCAPE ACT, residents can establish local landscape plans by signing 'landscape agreements' on their own. This study aims to derive suggestions for improving the landscape agreement system through FGI analysis of landscape agreement signatories in three of the five case sites of landscape agreement projects in Suwon. To revitalize landscape agreements, education and assistance from experts are important in the planning stage and practical support from public servants is necessary. In addition, convincing neighbors to sign the agreement must be actively implemented by residents, who are the main parties to the agreement, to achieve the agreement. In the maintenance stage, preliminary education on the roles and duties of the landscape agreement steering committee is necessary, and the administration should also support the maintenance stage through continuous monitoring and follow-up linkage projects. This study is significant in that it draws implications through in-depth interviews with signatories, looking back at the entire period from the planning to the expiration of the landscape agreement, unlike existing studies that focus on expert perspectives, surveys, and satisfaction surveys.
