Abstract This study aims to examine the configurations of privately owned public spaces(POPS) in prime offices, considering changes in institutional regulations from the perspective of public value, in terms of accessibility, convenience, and openness. The characteristics of changes were derived through literature review, field surveys, and public-data analysis, focusing on the POPS of 30 prime offices(between 1991 and 2022). The findings obtained are as follows. First, owing to changes in relevant regulations, both the area and proportion of POPS in prime offices increased. Additionally, the introduction of various facilities enhanced convenience to the public. Second, the planning direction shifted toward improving accessibility to POPS by integrating them with public transportation and the surrounding environment. Third, POPS are developed in various forms based on the urban context, and their openness is ensured through their integration with the lower floors of buildings. This study is beneficial as it provides a diachronic analysis of the trends and causes related to the formation of POPS in prime offices in urban areas.
