Abstract |
This study offers practical insights for developing an area management system in South Korea by applying grounded theory to analyze the experiences of stakeholders in the Seoul Town Management(TM) project. The analysis revealed that operational limitations and practical challenges of the Seoul TM project as a key phenomenon. Causal conditions were a lack of understanding of the project, and contextual conditions involved the differing objectives of each region and stakeholder, as well as the role of public institutions. Intervening conditions emphasized the activation of local stakeholder participation and the role of project operators. Strategies included specific activities and strategies and inducing private participation, which led to the operation of the regional management system and efforts to introduce the domestic area management system. This study identifies the limitations of the Seoul TM project and proposes Korean regional management system manuals, customized incentives for private participation, flexible legal systems for regional management activities, and various management districts as practical implications for the domestic regional management system. |
