Abstract |
This paper examines the effectiveness of the floor area ratio (FAR) incentive system in district unit planning, focusing on its role in promoting context-sensitive management strategies. By analyzing 2021 building permits from designated planning areas, the research identifies how physical characteristics, land use patterns, and locational factors influence incentive selection. Findings reveal that FAR incentives are inconsistently applied, prioritize developer convenience over public benefit, and lack alignment with site-specific contextual characteristics. Implementation disproportionately emphasizes low-effort measures such as building setbacks, rooftop greening, and rainwater systems, rather than initiatives addressing local priorities. To improve equity, the study recommends strengthening incentives for high public-value interventions and enhancing administrative frameworks to support underutilized options. A more nuanced, context-sensitive application of FAR incentives is critical for balanced urban development. |
