Abstract |
This study examines whether public spaces are developed through adequate pre-planning processes, focusing on a case of the Kooni Bombing Range in Maehyang-ri, a former U.S. military bombing site. Following its closure and transfer of management in 2007, approximately 18 related plans were initiated, leading to four major public space projects: the Maehyang-ri Peace and Ecology Park, the Peace Memorial Hall, preserved military structures, and the Hwaseong Dream Park. The analysis reveals that the site underwent insufficient pre-planning, which resulted in reduced project areas, changes in spatial objectives, delays in implementation, and spaces disconnected from their surroundings. To address these issues, the study highlights the necessity of a dual-phase planning framework consisting of space planning (pre-planning) and project planning (pre-project). Space planning involves thorough preliminary research and active community participation to define a future vision for public spaces, which must be sufficiently shared with local stakeholders to ensure integration into subsequent implementation plans. Project planning requires feasibility assessment through data analysis and the establishment of operational and collaborative strategies. Ultimately, the planning phase represents a rational decision-making process essential for creating high-quality public spaces, and comprehensive planning at the early stage plays a critical role in enhancing the effectiveness and sustainability of public space development. |
