Abstract |
This study analyzes the relationship between floor area ratio (FAR) incentives and the level of public benefit in high-density development projects within station areas in Seoul. Eight representative cases were selected and evaluated based on four key elements of spatial publicness: accessibility, openness, connectivity, and amenity. The findings reveal that while a certain degree of public space was provided in most cases, the presence of incentives did not consistently correspond to higher levels of public benefit. Some developments secured publicness without incentives, while others failed to deliver meaningful public spaces despite receiving them. This indicates that the current incentive system focuses more on formal compliance than on actual spatial or social effectiveness. The study suggests that future incentive policies should be refined to emphasize the actual usability, spatial integration, and differentiated criteria by building type. Further research is needed to incorporate user experience and administrative processes into a more comprehensive evaluation framework. |
