| Abstract |
This study analyzes the characteristics and limitations of garden city planning insKorea and derives policy implications. Six local governments-Chungju, Cheongju,sBuyeo, Gyeryong, Damyang, and Jeongseon-were examined based on their officiallysaccessible garden city plans as of April 2024, and a survey of 89 experts andspublic officials in relevant fields was conducted between April 29 and May 19,s2024. The analysis revealed five key issues: an imbalance between short- andslong-term planning, a lack of quantitative indicators, limited linkage with citywidesgreen networks, an overemphasis on cultural and tourism aspects, and inadequatesoperational frameworks. The expert survey indicated that garden cities should evolvesinto strategic urban plans based on green infrastructure, initially as non-statutorysstrategies but eventually institutionalized within statutory urban planning frameworks.sFurthermore, experts emphasized the need to establish citywide green networks thatsintegrate various forms of infrastructure. Based on these findings, the study suggestssfive policy directions: formulating garden city plans that driectly address urbanschallenges, strengthening integration with statutory urban planning systems,sdiversifying and deepening the composition and content of plans, expanding thesspatial scope to encompass citywide green networks, and reinforcing operational andsmanagement systems while enhancing citizen participation. |
