| Abstract |
This study examines integrated planning strategies for heritage preservation and station area development through Japan’s Himeji CASTY21 project (1997-2023). Extending the Node-Place model, the research develops an NPH-G framework incorporating Heritage and Governance dimensions, applying the multidimensional structuring concept of Kuentz-Simonet et al. (2023) and the mixed methods approach of Creswell & Plano Clark (2018). The analysis reveals three developmental phases: imbalance (1997-2008), transition (2008-2015), and integrated maturity (2015-2023). Node expanded pedestrian space from 26% to 61% with 29% ridership increase. Place generated 2,500 jobs and 20% commercial growth. Heritage maintained landscape obstruction below 10% while adding 8 cultural facilities. Governance coordinated 47 institutions and secured 68% private investment, serving as the integrating mechanism. The study provides practical guidelines for Korean historic cities through legislative integration and institutionalized participatory governance. |
