Abstract The purpose of this study is to compare and analyze perception differences between resident groups and expert groups regarding the Yeongun-dong, Cheongju City Urban Regeneration New Deal Project and to identify key factors at each implementation stage, providing policy implications. A comprehensive analysis was conducted through surveys and in-depth interviews with project stakeholders. The findings are as follows. First, experts emphasize functional aspects and long-term perspectives, while residents are more sensitive to visible physical and environmental changes and short-term results. Second, project success depends on residents’ capabilities and active participation. Third, cooperative governance and effective communication from the early stages are essential. These results underscore the need for a systematic support structure that facilitates close collaboration between residents and experts from the policy-making phase, along with continuous education and communication to build effective governance.
