| Abstract |
The purpose of this study is to analyze the ‘Nakaharima Regional Location Optimization Policy’ and the ‘Harima Connected Core City Plan’ for Himeji City and Linked Municipalities, Hyogo Prefecture, Japan and to derive the characteristics of wide-area urban management in response to population decline. The results of this study are as follows. First, in terms of governance, the two plans are based on policy led by different ministries, but they operate complementarily under the coordinating function of Himeji City and the cooperation of linked municipalities, establishing stable wide-area governance. Second, in terms of population planning, the plans show the adaptive strategies for maintaining urban facilities by mitigating the expected population decline. Third, in terms of spatial structure and infrastructure, the plans implement a ‘compact plus network’ urban structure by hierarchizing functional concentration zones around station areas and enhance the accessibility and nodal functions of daily living areas through rail network planning. Fourth, in terms of industry and daily life services, the plans strengthen linkages between industries and realize the sharing function of public facilities. |
