| Abstract |
This study analyzes structural and content changes in the apartment housing design competition guidelines of the Multifunctional Administrative City (Sejong City) from 2013 to 2024, focusing on the evolution of design elements and their relationship with urban spatial structure. While previous studies mainly examined competition-winning proposals, this study analyzes the guidelines through a longitudinal review of original documents. The results show that operation guidelines evolved from an experimental framework into a structured management system, and the design guidelines expanded from internal site planning toward stronger integration with urban context and neighborhood-scale spatial structure. In particular, community space evolved from site-level facilities into network-based and mixed-use structures connected with streets, pedestrian systems, and public facilities. These findings suggest that the guidelines function as institutional planning instruments reflecting accumulated urban policy objectives and social demands over time. |
