Abstract Public contributions under Seoul’s pre-negotiation system have served as a key mechanism for returning planning gains from urban plan amendments and securing public value. This study analyzes their performance and post-regionalization operational changes using data from 14 project sites. The total amount of public contributions reached KRW 3.70846 trillion, with public facility provision accounting for the largest share and cash contributions also representing a substantial portion. The effective burden rate analysis indicates the need to consider both land value and negotiation conditions. After regionalization, the spatial scope of public contribution expanded and cash contributions became more feasible, but actual uses remained concentrated in transportation facilities and long-term unexecuted urban planning facilities. The four case studies show that although off-site cash contributions increased, their effectiveness depends more on the specificity of their intended use than on their scale. Based on these findings, this study suggests clarifying the concept and legal basis of public contribution and improving the principles for cash contribution use and priority setting.
