Abstract This study conceptualizes leisure environments in age-friendly cities as physical, social, and active domains and redefines active leisure spaces beyond conventional elderly welfare facilities. Using data from 19,153 census blocks in Seoul, OLS and GWR analyses were conducted with the floating population aged 65 and over as the primary dependent variable and the population aged 20-39 as a comparison group. The results showed that social environment variables, including traditional markets, religious facilities, and elderly welfare facilities, were positively associated with the older population but negatively associated with the younger population. Although most active leisure variables were not statistically significant in OLS models, GWR analysis revealed positive associations between the older population and facilities such as golf driving ranges, public baths, and beauty salons in specific areas, indicating spatial heterogeneity in the relationship between leisure environments and population distribution. These findings suggest that the WHO Age-Friendly Cities framework should be adapted to local contexts in high-density cities such as Seoul. This study highlights the need to recognize older adults as active participants, incorporate active leisure spaces into urban planning, and develop place-based, age-integrated leisure environments.
