Abstract Gathering resident feedback through public hearings is crucial for regional planning, yet rural areas face significant barriers due to aging populations and limited resources make hearings difficult to hold. This study proposes a “Virtual Public Hearing Simulation” framework using LLM multi-agent system, focused on Sunchang-gun?a pilot project area for the South Korean Rural Restructuring Plan. This framework serves as a test-bed in which planners can pre-explore design variables?participant scale, panel composition, and facilitator protocol?before convening an actual hearing. Results derive simulation logs by varying public hearing setting variables, such as the specificity of agent settings, the scale of participants, and the type of facilitator, and compare the differences in the shift of public opinion. These findings demonstrate the utility of agent-based simulations as a decision-support tool to preemptively diagnose conflicts and improve policy acceptance before actual planning begins.
