Title Design and Feasibility Analysis of a Smart Inspection Model forPre-Use Inspection of Fixed-Type Offshore Wind Power Facilities

Abstract This study examines a smart inspection model for pre-use inspection of fixed offshore wind power facilities with gearless direct- drive turbines. Of the 170 inspection items specified in Annex 9 of the relevant notification, 135 items were selected for reviewing offshore execution. After excluding six items not applicable to the representative turbine configuration, 129 items were classified into 80 pre-installation onshore inspection items, 13 post-installation offshore field inspection items, and 36 post-installation non-field verification items.
The non-field category comprises remote measurement verification, remote witnessing, and records-based verification. Non-field verification was limited to items for which compliance could be assessed using SCADA data, remote witnessing, or test and design records under defined verification conditions. Items requiring direct confirmation of actual construction conditions, underwater components, and submarine cables were retained as offshore field inspection. In a comparison scenario for three turbines, the total inspection time was estimated to decrease from 106.5 h to 42.7 h, a reduction of 59.9%. Assuming WTIV standby or charter conditions, the estimated cost difference was KRW 2.16 billion. These results are scenario-based estimates and require validation using field inspection and remote verification data.
