| Abstract |
As services that require high-resolution metering data?time-of-use (TOU) tariffs, residential demand response (DR), virtual power plants (VPP), and municipal carbon monitoring?expand, a reliable data operator for the behind-the-meter (BTM) area of apartment complexes has become essential. This paper proposes an integrated energy data platform based on a metering point operator (MPO) that collects multi-utility data (electricity, water, gas, hot water, and heating) of existing apartment complexes at 15-minute intervals. The platform adopts a two-tier transport security architecture?Transport Layer Security (TLS) between the apartment server (A-EMS) and the central server (MIS), and Virtual Private Network (VPN) tunneling between the MIS and external entities such as the KEPCO meter data management system (MDMS), municipalities, and DR aggregators?together with a pseudonymization roadmap from universally unique identifier (UUID) tokens to keyed hashing (HMAC-SHA-256). The institutional position of the MPO is examined with reference to the Smart Energy Code (SEC) of Great Britain and the Korean Smart Energy Code (K-SEC) under preparation. A one-month field verification across 33 apartment complexes (40,170 households) yielded an end-to-end data integrity ratio of 98.86%, with stage-wise losses of 0.47% (in-complex collection), 0.20% (TLS transmission), and 0.47% (validation). Participation in the 2025 Seoul residential DR program produced settlement revenue of KRW 4.8 million for 10,497 households, confirming that the data-service revenue structure operates in practice. The results provide a practical reference for institutionalizing the MPO role and BTM data utilization under K-SEC. |
