Abstract |
This study reviewed domestic and international thermal energy policies and Seoul's comprehensive plan for promoting geothermal energy utilization. It proposed effective incentive schemes to encourage the broader use of geothermal heating and cooling systems. Seoul's comprehensive plan for promoting geothermal energy includes the introduction of the Seoul-type geothermal incentives(covering installation and operating costs) to expand the installation of geothermal facilities in private buildings. Additionally, the Seoul Building Energy Policy Implementation Plan mandates the introduction of renewable heat in non-residential buildings larger than 30,000 square meters starting in 2025. This policy is expected to serve as a catalyst for widespread adoption of thermal energy in Korea. Seoul is predicted to support operating costs based on measured performances of heat pumps, although detailed plans have yet to be disclosed. Therefore, this study proposes a subsidy calculation formula that incorporates coefficient of performance(COPsys) by benchmarking UK's renewable heat incentive. |
