Abstract |
This study examined barriers to construction workers’ exercise of the right to stop work and measures for promoting its practical use. A questionnaire survey was conducted with 80 construction workers at four construction sites. Data were analyzed using frequency analysis, descriptive statistics, reliability analysis, one-way ANOVA, Kruskal-Wallis tests, and categorical analysis of open-ended responses. Role-based analyses were conducted for four occupational groups after excluding the two respondents in the Others category, yielding an analytical sample of 78. Workers recognized the right to stop work as necessary, but direct use and digital registration experience were limited. Major barriers were unclear wage-compensation criteria, concerns about work exclusion or restricted redeployment, schedule pressure, and wage-loss concerns. The leading improvement measures were clear wage-compensation standards, procedures preventing adverse treatment, and a workplace culture recognizing stop-work as accident prevention. Immediate stop-work intention differed significantly across roles in both ANOVA (F(3,74)=3.822, p=.013) and the Kruskal-Wallis test (H(3)=10.398, p=.015); post-hoc tests identified a significant difference between skilled workers and general workers. These findings support a worker-protection-oriented system linking wage and employment protection, managerial acceptance, simple digital registration, and action feedback.
