Abstract The increasing penetration of renewable energy resources (RES) in modern power grids has precipitated a significant decline in both system-wide rotational inertia and localized system strength. While prior research has often examined these factors independently, this study investigates their interdependent relationship. Specifically, the paper evaluates the impact of short-circuit capacity (SCC) on system reserve requirements by quantifying the Frequency Regulating Reserve (FRR) capacity necessary to satisfy frequency nadir constraints under the largest contingency. Through a comparative analysis of regional RES deployment within the Korean power system, simulation results indicate a consistent increasing trend in FRR requirements when RES are integrated into low-SCC areas under the tested operating conditions. These findings highlight the technical challenges and operational requirements of interconnecting RES in weak grid regions, underscoring the necessity of implementing location-aware electricity market frameworks.
