기계설비 비정형 데이터 활용 강화를 위한 기계설비산업 정보체계 고도화 정책제언

A Study on Upgrading the Information System of the Mechanical Equipment Industry to Enhance the Utilization of Unstructured Data in Machinery and Equipment

Abstract

This study explored and suggested ways to improve the information system of machinery and equipment, which is one of the important data required for energy management policies and carbon neutrality policies for urban buildings. The study examined how information system in the Ministry of Land, Infrastructure, and Transport's machinery and equipment industries can increase the utilization value and obtain adequate valuable information from building machinery and equipment through expert research and on-site opinions. The results showed that it is necessary to consider technical policies on how to utilize unstructured data in the machinery and equipment. industries Based on the results, improvement measures for building an information system that can contain unstructured data were derived. In addition, it is necessary to improve the information system platform for the generation and distribution management of unstructured data and to develop technology to process it, and to improve the system and legal improvements that can activate unstructured data.

1. 서 론

기계설비법 시행(시행일 2020.04.18.)에 따라 기계설비산업의 미래정책 개발 및 산업발전을 위한 기초 토대 구축을 위한 정보시스템의 필요성이 대두되어 2020년 기계설비산업 정보체계 구축을 위한 정보화전략계획(ISP) 연구용역이 수행되었다. 정보화전략계획에 따라 2022년부터 기계설비산업 정보체계 구축사업이 수행되고 있으며 2023년 10월 정식으로 정보체계가 운영되게 되었다. 하지만 기계설비법에 따라 생성되는 다양한 기계설비 성능관련 데이터들이 제대로 활용될 수 없는 상황에서 연간 총 32,166건의 기계설비성능점검결과보고서의 데이터가 활용되지 못하고 버려지는 다크데이터(Dark Data) (Gartner ⁽¹⁾는 다크 데이터(dark data)를 다양한 컴퓨터 네트워크 운영을 통해 얻는 데이터이지만 의사결정이나 이해를 위한 수단으로 사용되지는 않는 데이터를 의미한다고 정의하고 있다.)화 현상이 나타나고 있다. 인류의 생명을 급격히 위협하는 양상으로 표출되고 있는 기후변화 대응을 위한 온실가스 및 이산화탄소의 저감 대책 마련에 각국은 박차를 가하고 있고 우리 정부 역시 도시건축물의 탄소중립 이행을 위한 각종 에너지 소비 데이터를 중요시하고 있는 상황에서 도시건축물의 기계설비 성능 관련 비정형 데이터 (Nadkarni ⁽³⁾는 비정형 데이터(unstructured data, unstructured information, 비정형 정보)를 비구조화 데이터, 비구조적 데이터는 미리 정의된 데이터 모델이 없거나 미리 정의된 방식으로 정리되지 않은 정보를 의미한다고 정의한다. 그에 따르면 비정형 정보는 일반적으로 텍스트와 영상, 화상 그리고 이러한 비정형 데이터와 날짜, 숫자, 사실과 같은 데이터가 섞여 있는 경우도 포함한다.)들이 활용되지 못하고 버려지고 있는 문제점을 개전해보고자 함이 본연구의 출발점이었다. Heeg ⁽²⁾는 비정형 데이터를 사용하여 고객 경험 개선, 환자 의료 결과 예측, 부정행위 탐지 등 다양한 분야에서 기업에 다양한 기회를 제공할 수 있다고 말하면서 비정형 데이터에 대한 관점의 전환이 필요함을 강조하기도 하였다.

이에 본 연구는 향후 진행될 기계설비산업정보체계 고도화 사업에 이러한 정책개선 사항들이 반영될 수 있도록 정책적‧기술적 제언들을 도출해 보고자 하였다. 따라서 본 연구에서는 기계설비법(제7조)에서 제시하고 있는 기계설비산업정보체계가 기계설비 비정형 데이터들을 충분히 활용하고, 이를 바탕으로 도시건축물의 탄소중립 이행 정책의 수립과 이행‧평가에 있어 중요한 자료로 활용될 수 있는 방안을 제시하고자 분석을 실시하였다.

2. 연구방법

본 연구는 기계설비법에 따라 구축된 기계설비산업정보체계를 중심으로 분석을 실시하였다. 따라서 연구범위 대상 기계설비 역시 기계설비법 시행령에 따른 기계설비 종류와 기계설비 유지관리 및 성능점검 대상 기계설비를 중심으로 분석을 실시하였다. 또한 해당 기계설비에서 생성되는 비정형 데이터들의 활용 활성화 방안에 대해 분석을 실시하였다. 정형데이터는 구조화된 데이터로 쉽게 처리하고 분석할 수 있어 전통적인 정보체계시스템 구축사업의 주요 대상으로 다루어졌었다는 면에서, 그동안 주요 정보체계 구축사업의 대상에서 소외되었던 비정형 데이터를 본 연구에서는 핵심 분석 대상으로 선정하였다. 비정형 데이터는 구조화되지 않은 데이터로 다양한 형식과 내용을 갖고 있으며, 심층 학습 및 기계 학습과 같은 고급 기술을 사용하여 처리하고 분석할 수 있다는 점에서, 미래 데이터 산업의 새로운 자원으로 인식하고 본 연구의 분석 대상으로 상정하고 그 활용방안을 분석하였다. 비정형 데이터와 정형데이터를 비교 요약해 보면 아래 표와 같이 정리할 수 있었다.

3. ｢기계설비법｣의 기계설비산업 정보체계 분석

3.1 기계설비산업 정보체계 개념

Yang et al. ⁽⁴⁾은 기계설비산업 정보화전략계획에서는 기계설비 및 기계설비산업을 4차 산업혁명시대의 기반기술로 인식하고 기계설비법 시행에 따른 행정업무 수요에 대한 즉각적 대응의 필요성이 있어 기계설비법 관련 업무를 총괄할 수 있는 통합플랫폼의 구축이 필요하다고 분석하였다. 이에 기계설비산업 정보체계에서는 Table 2와 같이 기계설비산업 정보체계 시스템을 수립하고자 공무원, 민원업무담당, 대국민을 대상으로 정보체계를 구축하고 가장 먼저 필요한 공무원과 민원업무 부분을 우선하여 시스템을 구축하고 있다.

동시에 기계설비법 제17조에 따른 기계설비의 유지관리 및 성능점검의 결과를 입력하도록 설계되어 있다. 기계설비법에서는 기계설비유지관리자들이 “기계설비법시행령 [별표1] 기계설비의 범위”에 해당하는 기계설비들에 대해 정기적인 일상점검을 실시하도록 하고 있고, 이의 결과를 정보체계 시스템에 입력하도록 하고 있다. 또한 법제17조에서는 연간 등록된 기계설비성능점검업자(법제21조)가 매년 기계설비의 상태와 성능을 종합적으로 측정, 평가한 성능점검결과보고서를 제출하도록 하고 있다. 따라서 건축물의 에너지소비량의 대다수를 차지하는(약 75%) 기계설비의 운전상황, 관리상황, 성능상태에 대한 전문가의 진단 의견과 같은 비정형데이터들이 관리될 수 있도록 설계되어야 한다.

더 나아가 중요한 건축물 에너지소비 및 안전에 관련된 주요 기계설비들의 주요 정보를 담고 있는 유지관리 및 성능점검 결과(보고서)들의 내용상의 오류 여부, 왜곡 여부, 형식적 작성 여부, 부정 점검 여부를 사람(담당 공무원)이 아닌 A.I. 학습 기반의 시스템에 의해 자동적으로 판별될 수 있도록 향후 정보체계 시스템이 진화해 나아가야 할 것이다. 이러한 시스템 기반의 기술적 발전을 통해 기계설비법에서 정하고 있는 기계설비 성능점검과 유지관리가 실질적이고 체계적으로 이루어질 수 있는 기반이 강화되면 더욱 정확한 데이터가 생성될 것이고 이러한 정확한 데이터를 기반으로 적절한 도시건축물 정책이 만들어지는 선순환 구조가 만들어질 수 있을 것이라 본다. 따라서 본 연구는 기계설비에 대한 유지관리 및 성능점검에서 생성되는 정형데이터와 비정형데이터를 모두 포괄할 수 있는 기계설비산업정보체계의 체계적인 발전을 통해 건축물 기계설비 관리와 도시건축물 탄소중립 정책의 고도화가 이루어질 수 있는 양질의 정책정보 창출이 가능해질 것이다.

3.2 기계설비산업정보체계의 현실

국토교통부(MOLIT: Ministry of Land, Infrastructure, and Transport, 2021) ⁽⁶⁾가 중심이 되어 2021년도에 추진한 정보화전략계획에 따른 시스템을 구현한 것이 바로 현재의 기계설비산업 정보체계이다. 현재 안정화 작업을 수행하고 있으며 2023년 10월부터 기계설비법 담당 공무원과 건축물 관리주체와 민원업무 담당자들에게 공식적으로 이용되고 있다. 본 시스템을 통해 기계설비법에서 규정한 행정절차인 기계설비 유지관리 및 성능점검(법제17조), 기계설비유지관리자 선임 행정(법제19조), 기계설비공사의 착공 전 확인 및 사용 전 검사(법제15조), 기계설비성능점검업 등록행정 절차(법제21조)와 같은 다양한 업무를 포함하고 있으며 많은 이용자가 일시에 몰릴 것으로 예상되어 점진적으로 성능개선을 진행할 계획을 정부는 밝힌 바 있다(국토교통부, 2023).

특히 기계설비 성능점검 및 유지관리 대상 건축물이 연간 32,166동으로 추정되고 있어 매년 해당 건축물을 대상으로 시행되는 기계설비 성능점검 및 유지관리 결과 데이터들이 유통될 수 있는 충분한 시스템 설계가 이루어져야 하는 상황이다. 이에 국토교통부는 최대 접속인원수와 처리속도 제고를 위한 기계설비산업 정보체계 고도화 사업을 2024년도에 추가로 진행할 예정이다.

이러한 노력에도 불구하고 앞서 본 연구에서 제기한 건축물 기계설비의 비정형 데이터의 활성화를 위한 정책적 기술적 노력이 필요한 상황이다. 현재의 기계설비산업정보체계는 비정형 데이터가 아닌 정형데이터의 수집관리를 위한 플랫폼으로 구성 개발이 되어 있어, 중요한 비정형 데이터들이 활용되지 못하고 있는 한계가 있다. 또한 법에서 정하고 있는 기계설비성능점검결과보고서의 제출 의무화가 법적 근거가 미약하고, 그나마 법(제17조)에 따라 시군구청장이 제출 요청을 했을 때도 이를 정보체계시스템이 아닌 책자 또는 표준화되지 못한 디지털 파일형태로 개별 제출하도록 하고 있어 중요한 성능점검 관련 비정형 데이터들이 활용되지 못하고 소실되는 문제점이 있다. 또한 법제17조에 따라 성능점검 대상 건축물 관리주체가 유지관리기록과 성능점검 결과를 10년간 보관하도록 강제화하고 있음에도 불구하고 이를 개별 보관하도록 하고 있어 중요자료의 활용과 유통을 원천적으로 막아 놓은 상태이다. 더욱이 개인정보보호법을 중심으로 한 데이터보호관계법령의 강화에 따라 중요 데이터들의 기계설비산업정보체계를 통한 보관 방안 등이 체계적으로 진행되는데 어려움이 있는 것도 현실이다.

따라서 구축된 기계설비산업정보체계에서 개인정보보호법의 위반이 없이 건축물의 기계설비 성능점검 결과 보고서가 처리 유통될 수 있는 가명화 정책(개인정보 가명화 처리는 개인정보 보호와 정보 보안을 강화하기 위한 중요한 절차 중 하나이다. 가명화란 개인정보를 식별하기 어렵게 만들기 위해 개인정보를 변환하는 과정을 말하며, 이를 통해 개인정보를 안전하게 저장하고 처리할 수 있게 해주는 역할을 한다. 한국에서의 개인정보 가명화와 관련된 주요 법률 조항은 주로 “개인정보 보호법”과 “정보통신망 이용촉진 및 정보보호 등에 관한 법률(정보통신망법)”에 포함되어 있다.) 등이 조속히 논의되기 시작해야 하는 상황이다.

이에 본 연구는 기계설비법에서 정하고 있는 기계설비 중 기계설비산업정보체계에서 다루어야 하는 주요 기계설비의 비정형 데이터 범위를 설정하고 그 데이터양을 추산해 보고자 한다. 이러한 분석을 통해 향후 기계설비산업정보체계 고도화 작업을 진행할 때 기계설비성능점검 및 유지관리 과정에서 생성되는 다양한 비정형 데이터들이 체계적으로 관리 유통될 수 있도록 하고 그동안 다크데이터로 버려졌던, 비정형 데이터를 충분히 가치 있게 활용할 수 있는 중요 국가 데이터로 활용될 수 있는 방안을 제시해 보고자 하였다.

4. 기계설비 비정형 데이터양의 추정

4.1 기계설비 데이터의 범위 및 종류

기계설비법에서 정하고 있는 기계설비의 종류는 총 12가지로 정의하고 있다. 구체적으로 보면, Table 2에서 보는바와 같이 기계설비법시행령 [별표 1]의 기계설비의 범위(제2조 관련)에서 ① 열원설비, ② 냉난방설비, ③ 공기조화ㆍ공기청정ㆍ환기설비, ④ 위생기구ㆍ급수ㆍ급탕ㆍ오배수ㆍ통기설비, ⑤ 오수정화ㆍ물재이용설비, ⑥ 우수배수설비, ⑦ 보온설비, ⑧ 덕트(duct)설비, ⑨ 자동제어설비, ⑩ 방음ㆍ방진ㆍ내진설비, ⑪ 플랜트설비, ⑫ 특수설비로 한정하고 있다. 따라서 기계설비법 17조의 성능점검대상, 법제7조에 따른 기계설비산업정보체계 대상의 기계설비 역시 이 규정에 따라 정의되는 것이 현실이다.

또한 기계설비유지관리기준 [국토교통부고시 제2021-1013호, 2021. 8. 9., 제정]에서는 별도로 [별표 1] 유지관리 및 성능점검 대상 기계설비(제7조제1항 관련)를 지정 고시하고 있다. 이와 같은 기계설비법령의 체계를 분석해 볼 때 기계설비법에서는 기계설비 중 건축물의 성능구현과 밀접히 관련성이 있는 주요 기계설비에 대한 정의와 이에 대한 유지관리 및 성능점검 대상을 한정해주고 있음을 알 수 있었다.

이러한 기계설비법체계를 기반으로 볼 때, 그리고 기계설비의 그 기능적인 측면을 고려해 Yang and Park ⁽⁸⁾은 건축물의 에너지 사용과 탄소중립에 있어 핵심적인 역할을 하는 기계설비로서 ① 열원설비, ② 냉난방설비, ③ 공기조화ㆍ공기청정ㆍ환기설비, ⑦ 보온설비, ⑧ 덕트(duct)설비, ⑨ 자동제어설비로 규정하고, 이러한 범주안에 있는 기계설비에 대한 성능점검과 유지관리과정에서 생성되는 각종 비정형 데이터를 활용할 수 있는 방안에 대한 정책적 고려가 필요함을 연구논문의 결과로 제시한 바 있다. 본 글에서도 앞선 선행연구와 같은 입장에서 기계설비법령에 따라 생성되는 다양한 기계설비 관련 비정형 데이터들이 도시건축물관리 정책과정에 활용될 수 있는 방안을 기술적‧정책적 입장에서 검토해 볼 필요가 있다고 본다.

4.2 기계설비 비정형 데이터의 범위 및 종류

본 글은 기계설비법에 따라 생성되는 비정형 데이터의 종류와 양의 분석해 보고자 기계설비 성능점검 보고서 110권과 기계설비유지관리자 및 성능점검 종사자 50명을 대상으로 한 데이터양 분석과 현장 인터뷰를 실시하였다. 우선 연간 생성되는 비정형 데이터의 추산을 위해 본 연구는 법제21조에 따라 등록된 전문 기계설비성능점검업자들을 통해 전국의 성능점검결과보고서 110권(지역별 건축법 시행령에 따른 용도별 건축물에 따라 표본화, Table 4 참고)을 취합 분석할 수 있었다.

기계설비성능 및 유지관리상태에 대한 정형 및 비정형 데이터를 수록하고 있는 기계설비성능점검결과보고서 110권을 표본화 분석(Table 5 참고)해 본 결과 해당 보고서의 데이터양은 대상 건축물당 평균 1.2GB 규모임을 확인할 수 있었고 이를 연간 기계설비성능점검 대상 건축물 수(32,166개)로 적용했을 때 연간 평균 37.67TB의 비정형 데이터가 활용되지 않고 소실되거나 개별 건축물의 관리주체들에 의해 방치보관 되는 다크데이터화 현상이 나타나고 있음을 확인할 수 있었다.

표본설계로 추출된 기계설비성능점검 결과고서의 비정형데이터를 분석해 보면 Table 6과 같은 정보들이 담겨있음을 확인할 수 있었다. 이처럼 기계설비성능점검결과보고서를 분석한 결과 기계설비성능점검과 유지관리과정에서 생성되는 주요 비정형 데이터들은 건축물 주요 기계설비의 에너지소비관련 성능과 상태를 설명해 줄 수 있는 주요 데이터들이 포함되어 있었고, 이에 더해 개별 기계설비별 성능 상태에 대한 전문가들의 전문진단 의견들이 있음을 확인할 수 있었다.

표본추출된 성능점검 결과보고서의 비정형데이터의 장비별 주요 정보 사항을 정리해 보면 아래 표와 같은 비정형 데이터들의 종류가 있음을 유형화하여 정리할 수 있었다. 즉 법령에 따라 고시된 유지관리 및 성능점검 대상 기계설비에 대한 각종 데이터들이 나타나고 있음을 확인할 수 있었다. 이를 크게 구분해 보면 각 기계설비의 성능정보와 상태정보 그리고 이에 대한 화상, 영상, 전문진단 장비의 측정 결괏값 및 이에 대한 전문가 종합 진단의견서와 같은 자료들이 그 핵심임을 알 수 있었다.

기계설비유지관리 및 성능점검 종사자들을 대상으로 한 인터뷰 과정에서 이러한 중요한 자료들이 기계설비성능점검 과정에서 생성되고 있음을 재차 확인할 수 있었고, 응답자들은 대부분 이러한 자료들이 건축물의 성능개선과 유지관리 상태변화 예측에 중요한 자료들로 활용될 수 있다고 그 가치성을 평가하고 있음도 확인할 수 있었다. 그러나 현실에서는 이러한 기계설비 성능 관련 비정형데이터의 가치성에도 불구하고 제도적 미비와 정보체계의 기능 부족과 같은 현실적인 제약 때문에 매년 실시 생성되는 기계설비성능점검결과보고서들이 모두 방치되고 있는 제도적 현실 상황도 같이 확인할 수 있었다. 이러한 현실 문제의 원인으로 인터뷰 응답자들은 기계설비성능점검제도를 규정하는 기계설비법에서 성능점검결과보고서의 법적의무 제출 근거를 명확히 하고 있지 못하고 있고, 제출 방법과 형식에 대한 표준화를 명시하고 있지 못하고 있음을 지적하였다.

따라서 본 글에서는 마지막으로 이러한 중요한 기계설비관련 비정형 데이터들이 제도화되고 국토교통부의 기계설비산업정보체계시스템에서 효과적으로 유통관리 되고, 도시건축물 탄소중립정책의 이행 및 평가의 주요 정보로 활용될 수 있는 제도적 개선방안을 제시해 보고자 한다.

5. 결 론

본 연구에서는 기계설비법(제17조)에 따라 정기적으로 시행되는 기계설비 성능점검과 유지관리 과정에서 발생되는 중요한 비정형 데이터들의 활용 방안을 모색하고 이를 기계설비법(제7조)에 따라 구현된 기계설비산업정보체계시스템에서 체계적으로 유통관리 될 수 있는 방안을 제시해 보고자 하였다. 건축물의 에너지 소비데이터와 탄소발생 데이터를 체계적으로 관리해야 하는 정부의 정책입장과 데이터를 활용한 건축물관리 민간 산업 활성화를 위해 꼭 필요한 정책과제라고 본다. 이를 위해 본 연구에서 제안하는 정책적 기술적 제언들을 정리해 보면 다음과 같다.

(1) 기계설비법에 따라 생성되는 모든 정형 및 비정형 데이터를 기계설비산업정보체계시스템을 통한 일원화 관리 방안이 검토되고 시행방안 수립이 필요하다. 현재 기계설비법을 통해 생성되는 각종 정보(법제15조에 따른 착공 전 확인 및 사용 전 검사 정보, 법제19조에 따른 기계설비 유지관리자 정보, 법제17조에 따른 성능점검 및 유지관리정보 등)들이 전자정부법에 따른 전자파일형태 또는 데이터화되어 유통될 수 있는 법제 정비가 필요하다. 즉 기계설비산업정보체계시스템 구축만으로 끝남이 아닌, 정보체계시스템 활용을 위한 업무 재설계가 이루어져야 할 것이다. 특히 비정형 데이터들이 유통 관리될 수 있는 시스템 설계에 대한 운영 지침 마련도 같이 논의되어야 할 것이다.

(2) 기계설비 성능점검 및 유지관리의 과정과 그 결과 보고에서 생성되는 비정형 데이터의 중요성을 인식하고 이를 체계적으로 관리할 수 있는 법적 정비가 필요하다. 이를 위해서는 우선 기계설비산업정보체계의 운영권자인 국토부장관이 관련 정보를 요청하고 시스템에 관련 데이터를 제출‧탑재할 수 있도록 요청할 수 있는 권한이 있어야 하고 그 법적 권한을 명확히 할 필요가 있다. 현재와 같이 각 지방자치단체장이 행정재량으로 자료를 요청할 수 있도록 하고, 표준화된 제출 방법이 존재하지 않는 이상 주요 비정형 데이터들의 다크데이터화 현상을 막을 수 있는 방법이 요원한 것이 사실이다. 따라서 국토교통부는 기계설비법의 시급한 개정을 통해 국토부장과의 자료 요구권과 이 경우 기계설비산업정보체계를 통한 표준화 방안을 법적근거로 제시해야 할 것이다.

(3) 데이터3법 등의 강화 추세로 건축물의 개별세대의 에너지사용량 등에 대한 개인정보보호법 적용 가능성이 커지고 있는 것이 사실이다. 기계설비법에 따른 기계설비관련 비정형 데이터 역시 개인정보와의 연계성 문제가 발생할 수 있는 부분이 있다. 따라서 기계설비 정형 및 비정형 데이터들의 활성화를 위해서는 데이터셋 설계 단계에서부터 적용되는 개인정보보호설계(PbD: Privercy by Design)와 개인정보 가명화 조치가 이루어져야 할 것이다.

(4) 비정형 데이터의 가치와 중요성에 대한 산업 전반의 인식 제고가 필요하다. 정형데이터와 달리 관리 수집 가치창출에 그동안 기술적 한계로 당연히 버려지는 데이터로 인식을 했다면 이제는 핵심 또는 중요가치를 내재한 원석 데이터로 보고 이에 접근하는 인식의 변화가 필요하다.

본 연구에서는 기계설비 정보체계 이용 활성화 및 중요 비정형 데이터들의 활용 촉진을 위한 방안에 대해 설명하였다. AI, 빅데이터 산업 등 4차산업혁명기술을 필두로 한 첨단 산업의 발전과 도시건축물 탄소중립이행을 위한 국정과제의 도전적 추진을 위해 요구되는 기계설비산업의 변화와 주요 역할로서 기계설비 데이터의 가치 창출 능력 제고 목적으로 꼭 선결되어야 하는 주제라고 본다. 본 연구를 시작으로 관련 후속 연구들의 지속적인 진행이 이루어지기를 바라는 바이다.
