Abstract Many activities of modern people are being transferred from outdoor space to indoor space. Facilities for various purposes appear and disappear. Recently, The comics cafe has appeared with the popularity of Web-toon(Cartoons on Internet Web). Because, it has grown in the development of the Comics industry, diffusion of the Internet and ICT(information communication technology) device. Comics cafe is attracting attention not only as teenagers, families, lovers but also as a resting place for working people. However, Some municipalities pointed out that the Comics cafe franchise double-deck facility design and the installation of illegal facilities were a violation of the law. The Double-deck has already been existed by the National Libraries, Kids Cafes, and Saunas. In the case of comics, cafes were judged differently depending on the municipalities of the same double-deck facility. It is difficult to promote and expand the business and trust the administration. The purpose of this study is the Improvement of interior double-deck facilities regulation. Research methods are reviews the relevant laws and regulations of Interior double-deck facilities and investigate overseas cases. This study results in the following improvements suggest. First, If the double-deck facility can increase the capacity, the allowable range of the duplex facility for the neighborhood facility needs to be limited to a certain extent. Second, The materials used for the double-deck facilities should be prepared for fire prevention and safety by using incombustible or flame retardant materials. Finally, The law should be understood and socially revitalized and new ideas from practicing in culture rather than preventing social conflicts.
