Abstract |
This paper analyzes the possibility of light festivals in economic, socio-cultural, industrial, and spatial aspects in the situation that the importance of night culture for the quality of life of urban residents is improving and the light festivals are being activated all over the world. Through the theoretical and case study analysis, the possibilities of light festival was examined, the policy implications for strategic use of light festivals in terms of urban planning and urban design were also suggested. Seoul City Light Basic Plan and light festival strategy of Seoul were reviewed, and the analysis of Seoul’s festival status and previous studies was conducted to establish criterias for the analysis of overseas cases for the future direction of Seoul city policy. As an example of an overseas city where night festivals are operated systemically and actively, three cities were selected and analyzed: Lyon in France, Eindhoven in Netherlands, Durham in UK. In traditional lighting schemes, festivals have been approached with limited terminology as event lighting, but now they need to be approached in an integrated manner through close connection with Seoul’s contemporary art, culture, technology and economy. The Urban Light Festival can have a positive impact in terms of revitalizing the public space, enhancing local image, inducing citizen participation, connecting local industries, and creating a creative media culture. Additionally, it has the potential to contribute to the promotion of discourse on the environmental issues facing cities around the world and the practical development of related technologies. By identifying the feasibility of these festivals and establishing the direction of the city‘s light policy, it is necessary to form a new urban light culture that contributes to improving the quality of life for Seoul citizens. |
