Abstract This study aims to analyze the characteristics of pedestrian environments in crime-vulnerable low-rise residential areas and to propose planning directions for their improvement. Six case areas with different spatial conditions were selected, and field surveys and checklist-based evaluations were conducted based on pedestrian environment criteria derived from previous studies, including safety, convenience, comfort, and activity. The results show that common issues across most cases include narrow alleyways, mixed pedestrian-vehicle circulation, and the presence of obstacles and unused spaces, which were identified as key factors limiting pedestrian safety and mobility. Comparative analysis indicates that hillside areas are constrained by physical conditions such as steep slopes, stairs, and irregular street patterns, whereas flat areas are more affected by management-related factors such as illegal parking and the occupation of public space. In terms of evaluation criteria, activity and comfort were found to be relatively low, reflecting a lack of spaces that support staying and diverse uses. These findings suggest that pedestrian environments in crime-vulnerable areas should be addressed through differentiated approaches according to spatial conditions. Structural improvements are required in hillside areas, while management-oriented strategies are more appropriate for flat areas. In addition, improving pedestrian environments requires consideration of spatial elements that support staying and use in order to enhance overall environmental quality.
