Abstract This study aims at providing a population density planning guideline which can be adequately applied to residential development in Korea. Since the current population density guideline is not proper to real situation, it is difficult for planners to plan a residential area which is comfortable and economically feasible as well. This study carried out a research study which compares between planned and actual population densities at Kodulk residential area in Seoul. The residential area was developed by the Korea Land Development Corporation in 1986. The study shows that population density of detached housing area is 1,163 persons/ha and that of high-rise apartment area is 549 person/ha. This means that detached housing development could be an alternative way for high density residential development. This study implies that the current population density planning guideline should be changed to accept the actual situation or a legal device for population density control should be prepared.
