Abstract The Comprehensive Design System is a special system to relax regulations on building volume and height. The requirment of application is that the planning should satisfy the conditions to allocate appropriately Public Open Space which should be recognized as a contribution to the improvement of the cityenvironment. This System has been applied since 1971 to solve this problem of lack of open spaces, intensify the land use, and the design flexibility in the urban area.This study describes Compreghesive Design System as a part of Incentive Planning control in the urban area. The purpose of this study is to investigate the mechanism of the System and some problems which are resulted from the application of that System in the actual builing activity. Furthermore, one of the purposes includes to suggest a data which serves to improve the urban design methods in Korea.
