A Study on the Methodology of Rational Planning and Decision of Construction Cost of Military Facilities |
| Abstract |
With a tendency of increasing social overhead capital in government budget, the amount of budget in the area or military facilities is becoming a very important concern to the people who are related to the works of budgeting and executing the facilites. The impacts of the efforts at the budgeting stage have over the whole process of later design and execution of the facilities are high. And the budgeting stage includes difficulties to be overcome, which are uncertaintes due to the inherent nature of predicting the events next year, and to limited data and information on the target facilites at that stage. Further more there are conflicts between the people involved in the work because of their different interests and viewpoints toward the budget.In recognition of the problems, this research attempted to suggest methodologies which can make an adjustment of the cost predicted by a rational planning methodology at the budgeting stage with limited information and data, considering different decision-makers' perspectives from the distinct fields. |
