Abstract This study is to clarify the discourse of town planning of Korea in the sixties through the analysis of historical transformation of urban structure of Yoido. For this objective, it focuses on three aspects: the attitudes of urbanists and technocrates about city, the institutional system for decision making and the influences from the outside which have transformed the initial concepts of master plan. The town planning of Yoido is considered as the first project, based on the principle of modern town planning. Its main concept is characterized as follows: linear city, three dimensional circuration system and urban structure of grid pattern. It represents also a distorted transformation of urbanism in Korea. This distortion was happened because of the closed decision making system, the problem of raising money and the ideology of military regime.
